LAST scorer = the last to score during normal game time + extra time. NOT including shootout penalties.

TOTAL number of penalties, this INCLUDES the penalties if it is a tie after full time + extra time.

However, I expect England to win. The shady penalty that was given during AET of Eng vs. Den, the same ref and VAR team have been chosen in the final, meaning UEFA has decided to rig/hand the final to England's favor.

This is likely due to a fact that UK PM stood strong against the formation of ESL (European Super league). A thank-you gesture from UEFA to England.

They really haven’t though. Both refs are Dutch, so maybe you’re mixing them up. Either way, Makkelie wasn’t given both a semi and a final. Kuipers was always going to be the ref in the final.
