    Speed test files are cached through Cloudflare, so that the speed test results do not represent the download speed from Tokyo data center to customer location.
    You need to set gray cloud for the speed test to make sense.

    I placed an SPECIAL 4096 order on 07th April. At this period, your server was suffered by high DDoS attack so Cloudflare showed me the timeout notice after placing this order & I couldn't note it to put it to you.

    Currently thinking about requesting a location change due to mediocre download speed from other locations (upload is fine), but will hold off for now if there's planned migration.

    I would expect that your VPS had a problem with the O/S install. You should connect by VNC using TightVNC or similar VNC program, not the html5VNC in the panel, and see why you VPS is not available.
